How this shortlist was made
We verified 60 agencies at source and list 50: 6 turned out defunct or absorbed, including names
that still top other directories, and 4 firms are excluded from the current roster. Every firm was scored on the same rubric: named, checkable work;
client evidence; Clutch record weighted by review count; pricing transparency; service depth; domain
signals; and buyer fit. The 8 here are the strongest overall scores across categories, not the 8
biggest brands. Rates, minimums and team bands come from Clutch profiles checked on 23 October 2026,
and anything unpublished reads Not published.
Shortlist it for: financial products with unforgiving workflows.
20 years in, Qubstudio has settled into what it does best: financial products with hard workflows and harder reviews. The Gulf Bank mobile app doubled its App Store rating after its redesign, per the firm's case study, and 93 Clutch reviews average 4.9 against a 100 percent UX/UI mix. Teams in Lviv and London run product strategy, research and DesignOps alongside interface work, at $50 to $99 an hour with a $10,000 minimum. Banking depth is the draw and the caveat in 1: outside fintech, edtech and logistics, the portfolio thins out quickly.
Shortlist it for: data-heavy products that combine dashboards, healthcare and operational workflows.
FuseLab Creative ranks second on work that crosses product and operating complexity: its Fiserv Small Business Index organizes point-of-sale data from roughly 2 million U.S. small businesses, while its California DHCS dashboards cover more than 784,600 beneficiaries. The McLean studio is in Clutch's 10-to-49 band, charges $100 to $149 an hour with a $25,000 minimum, and holds a 5.0 rating across 15 reviews. Its GSA MAS contract adds a documented federal purchasing route. The tradeoff is bench size: 15 people are profiled on its site, so clarify staffing for parallel workstreams.
Pass on them ifYou need a very large bench or deep experience across multiple government programs; FuseLab has 15 people profiled on its site and 1 case study.
Ask them"Who would be assigned to our work week to week, and how would you cover concurrent workstreams if the scope grows?"
Shortlist it for: enterprise programs that have to survive legal review.
Pharma and enterprise teams hire Think Company for work that has to survive legal review. Its Merck engagement built a componentized design system with locked compliance elements, cutting medical-legal review on Merck Connect from weeks to hours, and the Formulary Resources payor portal it designed grew past 100 customers. The Philadelphia-area firm staffs embedded teams as readily as projects, holds a 4.9 across 18 Clutch reviews, and prices at $150 to $199 an hour with a $50,000 minimum. A 2026 rebrand is in progress, so expect the website to shift; the client list should not.
Shortlist it for: B2B product UX with brand systems attached.
Turo, Mozilla, Salesforce and Citrix sit on Ramotion's client list, and its case studies name their numbers: the Turo support portal redesign lifted self-service success by 58 percent, and OPPO's ColorOS 7 iconography reached more than 500 million users. The San Francisco firm blends product UX with brand and design-system work at $150 to $199 an hour, $50,000 minimum, 4.9 across 29 Clutch reviews. Clutch lists 10 to 49 staff while the site claims 70, a conflict worth raising on the call. B2B software teams get the best of what it does.
Shortlist it for: published fixed prices and fast product delivery.
Of the younger firms in our pool, Phenomenon Studio has the cleanest record: a 5.0 across 53 Clutch reviews since 2019, with published from-pricing most agencies avoid, $2,000 UX audits up to $40,000 custom MVPs. The Klickex payments redesign lifted its Add money conversion 35 percent per the case study, and eldercare platform Wisdom raised $1.3M after its rebuild. Teams span Tallinn, Lugano and a Delaware entity, at $50 to $99 an hour. Rates undercut most US shops; the trade is a shorter operating history than anyone else this high on the page.
Shortlist it for: bank-grade financial UX at bank-grade budgets.
Banks fly to Riga for UXDA, a financial-UX-only firm whose portfolio spans Emirates NBD, GCash and NMB. Its strategic UX work fed ENBD X, the consolidated banking app the firm reports at a 4.7 store rating, and Clutch logs a 4.8 across 21 reviews at $200 to $300 an hour. Engagement prices are published per case, starting around 350,000 EUR, with a $250,000+ Clutch minimum, the steepest entry point on this page. If your product is not financial, UXDA will not take the call, and the focus is exactly why banks do.
Shortlist it for: the lowest verified entry price on this page.
Price makes Arounda the accessible pick: projects start from $6,000 per its own pricing page, with a free UX audit and a 3-day trial, against a 5.0 rating across 87 Clutch reviews. The Tallinn and Odesa team designs SaaS, fintech and AI products; its MYSO Finance case reports a $2.4M raise and an 85 percent user satisfaction rate after the design work. Note the gap between Clutch's $25,000+ minimum field and the site's own from-$6,000 line, and ask which applies to you. Web3 work is a visible share of the flagship cases, which regulated buyers may read either way.
Shortlist it for: products that must feel inevitable, at a brand premium.
The track record is unmatched: Slack's early product, Amazon Photos shipping day 1 to 54 million Prime subscribers, the Waking Up app with nearly 40,000 5-star reviews. Metalab remains the studio startups dream of hiring, and it prices accordingly, with a $100,000+ Clutch minimum, no published rate, and currently 0 reviews on its Clutch profile, so third-party signal is thin for a firm this famous. The Canadian studio, owned by holding company Tiny, runs 50 to 249 people distributed worldwide. Hire it for the product bet, and budget for the name on the invoice.

The most famous names in design score poorly on the evidence this site ranks by, so they sit on
category pages rather than in the overall ranking. Fame is not a scoring criterion; checkable current work is.
frog now operates inside Capgemini Invent and fronts case studies from the Apple IIc era; its Clutch
profile carries 0 client reviews. IDEO publishes neither rates nor minimums and lists no formal
headquarters. Huge was sold to private equity firm AEA Investors in December 2024 and merged with Hero
Digital, mid-transition as we checked. Work & Co, now part of Accenture Song, publishes no outcome
metrics at all. Each appears where its verified evidence earns a place, with its ownership named, on the
enterprise shortlist and elsewhere. If their current work
starts showing up with checkable details, the scores will move.

What UX design costs in 2026
The median published project minimum is $25,000 across the 33 firms in our pool publishing project minimums on
Clutch, and the median rate band is $100 to $149 an hour across 29 publishing firms.
The spread matters more than the medians. Minimums run from $1,000 to $250,000; Phenomenon Studio publishes exact prices from a $2,000 audit
to a $40,000 custom MVP with dedicated specialists at $8,000 a month, and subscription sellers
start at $1,199 a month. Small
US consultancies cluster at $150 to $199 an hour while Eastern European specialists deliver at $25 to
$99. The cost guide publishes the full UX Shortlist Pricing Index: medians
and ranges by engagement type and firm size, with the method and every source named.

Editorial standards and corrections
3 rules produce every page here. Named work only: a claim counts when it names a
client, a project and a detail you can check; logo walls and testimonials do not score.
Not published means not published: we never estimate a rate, minimum or team size a
firm keeps private. Every firm gets a reason to pass: each entry carries an honest
limitation, with no exceptions for anyone. The full policy, sources and re-check cadence are on
the editorial policy page. Spot an error and
tell us: corrections ship within 7 days and land in each page's What changed log.

How to run the first agency call
A first agency call earns its 30 minutes when you ask about 1 project, 1 number, and
1 failure. Every entry on this site ships an Ask them question built for exactly that opening.
Start with the case study their entry names and ask who, specifically, did the work and whether those
people would staff you; agencies routinely sell with senior work and deliver with junior hands. Then
take the data strip into the conversation: if Clutch says 10 to 49 people and the site says 70, as with
Ramotion, ask which number is real and why they differ. Ask what a comparable engagement cost,
not what yours will, because the first answer is a fact and the second is a pitch. Ask what shipped
late or got cut on their favorite project; a firm that cannot name a project is editing. Close by asking what
they would need from your side in week 1. The answer tells you whether they have actually run this
kind of engagement or only proposed it. 3 calls run this way beat 10 run on chemistry, and the
rubric behind these pages exists to get you into those 3 calls with
the right firms.

Questions buyers ask
How were these UX agencies ranked?
Every agency is assessed against the same published rubric: verified relevant work (named client, named project, checkable detail), client evidence, Clutch record weighted by review count, pricing transparency, service depth, domain signals and buyer fit. We do not publish numeric scorecards; ranks are editorial comparisons informed by the rubric and cited evidence, not totals readers can recalculate. The criteria and sources are described on how we shortlist. Anything a firm does not publish reads Not published.
How often are these shortlists updated?
Every list page is re-verified at least every 6 months, and launch pages get their first re-check after 3 months. Each page shows a Last checked date and a What changed log, and both move only when the content actually changes. Reported errors are corrected within 7 days, faster when the fix is simple.
Do agencies pay to be listed on UX Shortlist?
No. There are no placement fees and no affiliate fees behind the links, and we do not sell the Shortlisted badge. The publisher makes the final call on which verified firms join the roster, and exclusions never change how the listed firms are scored or ordered; the rubric on how we shortlist does that alone.
What does a UX design agency cost in 2026?
Across the 33 agencies in our pool that publish project minimums on Clutch, the median minimum is $25,000, with a floor of $1,000 and a ceiling of $250,000. The 29 published hourly bands have a median of $100 to $149, from $25 to $49 at Eastern European specialists up to $200 to $300 at UXDA and Instrument. The cost guide breaks this down by engagement type and firm size.
How many agencies should we shortlist before booking calls?
3 is the working number this site is built around: enough to compare honestly, few enough that you prepare properly for each call. Use a category page to get from 40 candidates to 3, then take the Ask them question from each entry into the call. The Shortlist button on any entry collects up to 5 with their data strips for exactly this.
What is the difference between a UX agency and a product design agency?
A UX agency focuses on research, flows and interface design and usually hands off to your engineers. A product design agency takes wider ownership, often including visual identity and front-end build, the way Metalab and ustwo work. The labels blur in practice, so judge by deliverables in past projects, not the word on the door.
